Katagelasticism

A psychological condition where someone greatly enjoys laughing at others.  People with this condition will do a broad variety of things just to get an opportunity to laugh at the expense of others.  This can involve pulling harmless pranks to extremely embarrassing and potentially harmful ones on other people.
